Born and raised in Edison Township, Wayne is the son of a union firefighter and a union teacher. His father was a member of the International Association of Firefighters (IAFF) Edison local and his mother was a member of the Perth Amboy American Federation of Teachers (AFT). After graduating from Edison High School, Wayne attended Kean University where he received a Bachelor of Arts degree in Criminal Justice. Wayne is currently pursuing a Master’s Degree in Criminal Justice with a focus in Public Administration at Kean University. He is also attending the Rutgers School of Labor, Union Leadership Academy, where he is studying specialized labor issues that include labor politics, the handling of grievance matters, advanced techniques in handling grievance matters, issues concerning the state & federal family medical leave acts, and building a stronger union.
Wayne’s law enforcement career began in August 2000, with an appointment as a County Corrections Officer with the Middlesex County Department of Corrections. During the course of his tour with the Middlesex County Department of Corrections, he became an active member of PBA Local 152 and served as their Election Chairman in the years 2002 and 2004.
In April, 2005, he achieved a lifelong goal of becoming a New Jersey State Trooper, as a member of the 139th State Police Class. His tour of duty with the New Jersey State Police has included several different assignments including serving at many road stations in the Troop “C” Region, as a member of the Troop “C” Tactical Patrol Unit, and in the capacity of a detective in the Organized Crime Control Bureau, Street Gang Central Unit.
In 2011, Wayne was elected by his peers to serve as the Vice President for Legislation and Grievances of the State Troopers Fraternal Association (STFA). As the STFA Vice President for Legislation and Grievances, he has represented the membership with passion as a Weingarten representative in hundreds of internal investigations. He has successfully resolved numerous grievances with a favorable result for the members, and negotiated favorable plea agreements for members in disciplinary cases. Wayne has also responded to and ensured that members involved in critical incidents both on and off duty are swiftly represented. In our State’s capitol, he has forged strong relationships with many state legislators which has allowed him to successfully lobby for pro-trooper legislation including legislation protecting the health and safety of members, preserving and enhancing members’ pensions, and legislation honoring fallen STFA members. Wayne has also forged relationships with several federal legislators and advocated for pro law enforcement on a national level as well.
In addition to his duties as the STFA Vice President for Legislation and Grievances, he proudly serves as a board member of various pro-law enforcement groups. This includes the New Jersey Law Enforcement Police Officers Brotherhood, where he serves as the groups’ public relations director since 2012. In that role he has raised tens of thousands of dollars for STFA members and other law enforcement officers and their families in their time of need or crisis throughout the state. Wayne also serves as a Public Safety Trustee with the Middlesex County 200 Club where he actively advocates for STFA members to receive recognition for meritorious service, acts of valor during the course of their duties and to ensure that the children of STFA members receive academic scholarships.
In 2016, Wayne was honored to be admitted as a member of the Ocean County Polizia di Stato Association. In this role he works with other law enforcement officials and community law enforcement supporters from the Italian American community, in which they maintain a close relationship with members of the Polizia di Stato (Italian State Police) and provides open communication as well as cultural enrichment with our brother and sister state police officers from Italy.
In 2017, Wayne was elected President of the State Troopers Fraternal Association (STFA) and took office January 1st, 2018.
